There actually are two plugins for Cloudflare R2 Storage. 
A simple one: 
https://market.strapi.io/providers/strapi-provider-cloudflare-r2 
supports only one public bucket
Because of the limitations of it, i created an advanced version for Cloudflare R2 S3, which supports multiple buckets (private and public), automatic getSignedUrls for private bucket files and more.
